BP of UK, the operator of the Shah Deniz natural gas field in Azerbaijan, expressed its commitment to developing the Trans Adriatic Pipeline (TAP) as the southern gas transportation route into Europe.
Speaking at the BP Forum in Berlin, on Thursday, Iain Conn, Chief Executive Refining and Marketing at BP, reaffirmed the company?s commitment to work together with TAP and the governments of the transit countries to obtain the necessary permits and approvals for the project: ?The Shah Deniz partners have been looking at two basic options within the EU market. The first is the southern route through Greece and Albania to Italy. The second is into the markets of south-eastern and central Europe.?
Conn clarified that the EU Member States and the European Commission have recognised in November 2011 that ?where the gas flows from the border of the EU single market is and should be a matter for normal commercial decisions.
Shah Deniz partners recently selected the Trans Adriatic Pipeline for the southern option to Italy. Exclusive negotiations are now in progress with TAP and there is no possibility of continuing with the Interconnector Turkey/Greece/Italy (ITGI) project to carry Azeri gas. Nabucco West and the South East Europe Pipeline (SEEP) are currently competing for the south-eastern and central European route.
?If Italy wishes to import Southern Corridor gas, it will need to be through the TAP project. And we are committed to working with the Italian, Greek and Albanian governments, and with TAP, to gain all the required regulatory approvals and permits to make this pipeline option a success.?
The Shah Deniz consortium partners are currently evaluating the submissions made on the 16th of May by Nabucco West and SEEP and will select their preferred option by end of June 2012. A final market and route selection between TAP and the winner of the South-Eastern and Central European route is expected before June 2013.
?I should emphasize again that all of these options have strategic value and offer the necessary scope for scalability as future gas supplies become available. There is no pre-determined winner, the competition is fully open and there is still everything to play for?, added Conn.

Hundreds of patriotic local residents lined the downtown streets of Aiken to watch this year's Memorial Day parade make its way down Laurens Street.
American flags waved as far as the eye could see as families turned out to honor military members past and present. Even U.S. Sen. Lindsey Graham yelled out, "This is the best parade in South Carolina" while he made his way down the route sitting atop a convertible.
Marching bands belted out the tunes of American lore as those in attendance clapped and saluted passersby.
"It was hot," said Jaibria Quattlebaum, who was in the parade as a part of the Aiken High School color guard.
"But it was fun," chimed in fellow color guard member Mariel Urizar, who was also sitting with Leanne Summers and Mercedes Winters at the ice cream social that followed the parade.
It wasn't just locals taking in the Memorial Day festivities either. Keri Truhe brought her family down from North Carolina to see her mother, Barb Rollins, in the parade on the AAA Home School Band float.
"Fabulous," Truhe said, sitting in the shade with her children Tori, David and Monica.
The parade was held by the James L. Hammons Marine Corps League Detachment 939 and featured more than 70 participating groups. The grand marshal was U.S. Air Force Maj. Gen. Perry M. Smith.

Syria denies responsibility for attack killing 90
DAMASCUS, Syria (AP) ? The Syrian government on Sunday denied responsibility for killings in a string of villages that left more than 90 people dead, blaming the killings on "hundreds of heavily armed gunmen" who also attacked soldiers in the area.
Friday's assault on the central area of Houla was one of the bloodiest single events in Syria's 15-month-old uprising, and gruesome images of dozens of children killed in the attacks prompted a wave of international outrage.
The U.N. said 32 children under the age of 10 were among the dead and issued a statement appearing to hold the Syrian regime responsible. Persistent violence has cast doubt about the future of international efforts to halt 14 months of bloodshed between the regime and forces fighting against it.
The U.N. Security Council convened an emergency session for late Sunday to discuss the killing. Diplomats said Russia blocked a strong statement condemning the killing, insisting on a briefing from the head of the observer mission first.
Activists from Houla said Saturday that regime forces had peppered the area with mortar shells after large demonstrations against the regime on Friday. That evening, they said, pro-regime fighters known as shabiha stormed the villages, gunning down men in the streets and stabbing women and children in their homes.
Foreign Ministry spokesman Jihad Makdissi disputed those accounts, saying Syria is being subjected to a "tsunami of lies."
"We categorically deny the responsibility of government forces for the massacre," Makdissi said Sunday during a news conference in Damascus.
Giving the regime's version of events, Makdissi said "hundreds of heavily armed gunmen carrying machine guns, mortars and anti-tank missiles" launched a simultaneous attack against five army positions from several locations, starting about 2 p.m. and continuing for nine hours. Three soldiers were killed and 16 were wounded, he said.
"There were no Syrian tanks or artillery in the vicinity" of Houla, Makdissi said. He said that gunmen used anti-tank missiles and "Syrian troops retaliated in defense of their positions."
"Children, women and other innocent people were killed in their homes, and this is not what the Syrian army does," Makdissi said. "The method of killing was brutal."
Makdissi said a committee was set up to investigate the attack, and results should be out within three days. He added that Kofi Annan, the joint U.N.-Arab League envoy, will fly to Syria on Monday.
But a senior Arab League official said Syria has denied permission for Annan's deputy to travel to Damascus. Syria insisted the decision against former Palestinian Foreign Minister Nasser al-Kidwa was not personal, but rather because it did not want to deal with the Arab League, the official said on condition of anonymity because of the sensitivity of the subject.
The Houla attacks sparked outrage from American and other international leaders, and renewed concerns about the relevance of a 6-week-old international peace plan that has not stopped almost daily violence. The U.N. put the death toll weeks ago at more than 9,000. Hundreds have been killed since.
U.N. observers, among more than 250 who were dispatched in recent weeks to try to salvage the cease-fire plan, found spent artillery and tank shells at the site Saturday ? a finding that points toward the government's heavily armed mechanized units.
On Sunday, Britain's Foreign Secretary William Hague said he would summon Syria's most senior diplomat in the U.K. on Monday so the Foreign Office's political director could "make clear our condemnation of the Syrian regime's actions."
Syria says the Arab League has become a tool of the West. The group suspended Syria's membership and approved sanctions against it late last year.
Kuwait, which currently heads the 22-member Cairo-based Arab League, announced it is calling for an Arab ministerial meeting that aims to "take steps to put an end to the oppressive practices against the Syrian people."
Late Saturday, Foreign Minister Sheik Abdullah bin Zayed Al Nahyan of the United Arab Emirates condemned the killings in Houla and called for an urgent meeting of the Arab League.
Activists said government troops shelled residential areas in other areas of central Syria on Sunday.
The shelling hit neighborhoods in the central city of Hama and the rebel-held town of Rastan north of Homs, the Local Coordination Committees and the Britain-based Syrian Observatory for Human Rights said.
The two groups also reported clashes between troops and rebels in Hama, in the Damascus suburb of Harasta and in the capital's central Midan district. They said a bomb struck a security vehicle in the capital's upscale district of Mazzeh, near a military airport, according to the LCC.

Austrian finance minister: No to eurobonds
VIENNA (AP) ? Austria's finance minister is rejecting the idea of introducing jointly issued eurobonds any time soon and says that running up new debts to finance growth is "nonsense."
New French President Francois Hollande has revived talk of eurobonds, which could reduce troubled countries' borrowing costs. But Germany and others whose borrowing costs could increase are opposed.
Austria uses the euro, and its foreign minister, Maria Fekter, told Oe1 radio Saturday that "eurobonds are only attractive for those ailing countries that pay very high interest rates, who...go to the neighbor who has good creditworthiness and say, 'Dear neighbor, please pay my debts.'" Ranveig Eckhoff: Rhinos on Death Row? (PHOTOS)
This is the first piece in a three-part series.
Somewhere in Eastern Cape, South Africa, one fateful morning, wildlife veterinarian Dr. William Fowlds received a call from Kariega Game Reserve. One of their rhinos had been poached. Fowlds recalls, "I expressed my heartfelt remorse and said I would be there later in the morning." There was a silent pause before the sledgehammer: "William, he is still alive!"
Dr. Fowlds did not hesitate. Thirty minutes later he found himself confronted with an animal, hardly recognizable as a rhino. His profile was completely changed by the absence of those iconic horns. The skull and soft tissue trauma extended down into the remnants of his face. Initially he stood on three legs with his mouth on the ground. Then he lifted his head up, revealing pieces of loose flesh that hung semi-detached from his deformed and bloodied face. Dr. Fowlds' vet report goes on.
Not all poached rhinos are tortured in this way. Many of them simply get shot with AK-47s. But many actually get immobilized with veterinary drugs before having their horns and underlying bones hacked off. In many cases, though, the amount of used drugs does not kill the rhino. If they don't bleed to death, they wake up under circumstances we don't want to imagine. Why does all this happen, at a rate that threatens the species with extinction -- once again? Because the rhinoceros' horn, despite containing nothing more interesting than plain carotene, similar to our finger nails, is worth more than gold, or even cocaine. Today you can buy a rhino horn on auction for about $35,800. Tomorrow you can sell the horn for about $179,200. In market language it translates into a rhino having a higher value dead than alive.
And indeed, the market is the crux of the matter. After a skyrocketing increase in illegally killed rhinos in South Africa over the last four years, the record was reached in 2011, with 448 animals falling victim poachers. Many of them were caught in the presumably protected Kruger National Park. In Vietnam, where the black market is booming, rhinos themselves run no risk, because there are none left. The last Javan rhinoceros in Vietnam was poached and killed April 2010. Why? Because in traditional Asian medicine the powdered horn is in demand for illnesses like malaria, epilepsy, poisoning, and abscesses. Ancient Chinese medicine texts recommended the horn for curing fever and arthritis. A few years ago in Vietnam, rumors started to circulate that some political VIP had been cured of cancer by using rhino-horn powder. Traditional Asian medicine had never suggested rhino horns as a cure for cancer, but now wealthy customers started to queue up.
Despite a 1993 ban on international trade in rhino horns by the Convention on International Trade in Endangered Species of Wild Flora and Fauna (CITES), rhinos more or less disappeared from all over Africa, except South Africa, Namibia, and Botswana. Now, it seems, the rhino is in for its final battle in these remaining countries. What we are up against? Exploiting of legal hunting as a way of laundering money; corrupt, complicit officials; unlicensed ivory-processing factories, rhino "farms" posing as safari parks; etc. Even Vietnamese government officials have participated in the illicit and lucrative trade. The rhino horn trade has developed into fully fledged, worldwide crime syndicates, and animals are not the only casualties.

Professor Jeanne Franco
There are good professors, bad professors and mediocre professors. And then there are the great professors who make learning something special. Ms. Jeanne Franco is one of the great professors.? From the critical use of an excellent textbook, to focused lectures that encourage questions, to liberal use of Blackboard technology, to creative in-class problems for our groups to work on, to yet more creative computer applications for us to use in the Blackboard environment, Ms. Franco lets no opportunity to teach pass her by.? I now realize?how effectively a challenging course delivered with humor, credibility and openness can boost a student?s confidence and a student?s ability to learn the subject matter.
?[Professor]Franco taught her students much more than processing numbers and balancing accounts. She took time to explain the logic and reasons behind the guidelines and practices.? Even though a lot of the students were not in the Accounting major, she truly wanted them to be able to use the concepts in real-life situations.?After one-and-a-half semesters of taking Ms. Franco?s classes, I gained confidence in verbal communication, but furthermore, I was able to have more fun in my academic journey.

It is hard to find the words to describe what an asset this wise, empathetic counselor and teacher is to me and my fellow students. It was as if she was put on this earth to inspire others. Because of Professor Roccaforte?s belief in my writing, I have not only continued to write, but I am now using my gift to encourage others who are going through difficult times. After putting my writing on hold for almost three years, I recaptured my zeal, which led me to a major that I am excited to pursue.

AP, news groups sue Idaho over execution access
BOISE, Idaho (AP) ? The Associated Press and 16 other organizations sued the state of Idaho on Tuesday to force officials to let witnesses watch executions from start to finish, arguing that the media has a First Amendment right to view all steps of a lethal injection execution.
The group asked a U.S. District Court judge to require the state to increase witness access to its executions, starting with the upcoming execution of Richard A. Leavitt, a convicted killer scheduled to be put to death on June 12.
The AP was joined in the lawsuit by the Idaho Press Club, Idahoans for Openness in Government, the Idaho Statesman, The Times-News, Lewiston Tribune, Moscow-Pullman Daily News and The Spokesman-Review.
Also joining was Pioneer Newspapers, which owns several newspapers including the Idaho Press-Tribune, the Idaho State Journal, the Rexburg Standard Journal and others.
Idaho, like most states with lethal injection, bars witnesses from watching as a condemned inmate is brought into the execution chamber, strapped to the table and has IVs inserted into his or her arms. The news organizations say reporters must be able to view executions from start to finish so they can accurately report the events ? and any complications that may emerge ? to the public.
Some death row inmates have challenged the constitutionality of lethal injection executions in court, contending that the insertion of the IVs can be easily botched, causing severe pain for the condemned.
"This lawsuit is really all about obtaining access to the entire execution process for viewing purposes. It's very important in a society such as ours to have full transparency in regards to the exercise of government authority," said Chuck Brown, the attorney representing the news organizations.
The states that grant access to part of the death penalty process say they do so to protect the anonymity of the execution team. Idaho Department of Correction spokesman Jeff Ray said the department had not yet had a chance to review the lawsuit, and that the state's attorneys would respond to the claims in court.
The lawsuit relies heavily on a 2002 San Francisco-based federal appeals court ruling that found that witnesses should be allowed to view executions from the moment the condemned enters the death chamber until their final heartbeat.
Since the ruling, only one state under the court's nine-state jurisdiction is following it: California, where the case arose. Idaho, Arizona, Washington, Montana and Nevada have all barred witnesses from the first half of lethal injection executions.
Most states nationwide do the same. Of the 27 states that have lethal injection outside of the circuit's jurisdiction, only Ohio and Georgia allow witnesses to see the entire process.
The lawsuit comes at a time when questions have been raised about whether the lethal cocktail of drugs used in the procedure is effective and whether the execution staff is properly trained.
The Idaho organizations decided to sue after state officials limited access to the execution of Paul Ezra Rhoades. Put to death in November, Rhoades was the first person to be executed in the state in 17 years, and only the second in the last half-century. Media interest in the event was intense, and the department selected four journalists to view the proceedings.
But none of the witnesses were allowed to watch as Rhoades entered the death chamber, was strapped to the execution table and had IVs inserted in his arms.
That portion was of particular interest because in the weeks preceding his death, Rhoades had argued in federal court that those initial steps were the most likely to go awry. His lawyers said an improperly inserted IV could cause him extreme pain.
At the time, Idaho Department of Correction officials maintained that the first steps of the execution had to be kept private to protect the anonymity of the execution team.
The 2002 9th U.S. Circuit Court of Appeals case was brought by the California First Amendment Coalition against California Department of Correction officials. The court found that preventing reporters ? and through them, the public ? from viewing all aspects of executions is an unconstitutional violation of the First Amendment.
The news media must be allowed to witness executions in their entirety so that the public can have an informed debate about whether execution by lethal injection meets the evolving standards of decency present in a maturing society, the court found.
"To determine whether lethal injection executions are fairly and humanely administered, or whether they ever can be, citizens must have reliable information about the 'initial procedures' which are invasive, possibly painful and may give rise to serious complications," Judge Raymond Fisher wrote for the unanimous three-judge panel that heard the case.
