Palestinian Legal strategy against Israel: The Real Prize is Europe ...

The United Nations General Assembly voted overwhelmingly to accord Palestine the status of ?Observer State? on Thursday, with 138 countries voting in favor of the measure, 41 abstaining, and only 9 voting against. The US and Israel were decisively marginalized, as Italy and Sweden joined France, Spain, Portugal, Ireland and several other European countries in voting for the new status. Continental Western Europe and Scandinavia were almost unanimous in supporting the Palestinians, in a kind of declaration of independence from the Obama administration. Even Germany, which for historical reasons is typically reluctant to buck Israel, voted to abstain rather than to oppose.

From the Israeli press, it appears that many government and press figures are absolutely stunned and in a state of angry disbelief over the magnitude of this diplomatic defeat. The Israeli Right wing is so out of touch with how its aggressive policies are seen by the outside world and so self-righteous and arrogant that it even launched a Facebook page urging a boycott of Israeli supermodel Bar Rafaeli merely for tweeting during the recent Gaza war, ?I pray for the safety of the citizens on both sides and for the day when we will live in peace and harmony. Amen.? Caring about human beings from the other side, or praying for peace are apparently verboten in ?Strong Israel.? (Somehow I think Ms. Rafaeli?s fan base is secure, inside and outside Israel).

How the World voted:

Green: In favor; Red: Against; Yellow: Abstain; Blue: Absent; Grey: Non-Members

The UNGA vote will not have a big immediate effect on the lives of Palestinians toiling under Israeli occupation. But over time, if the Palestinian leadership deploys it wisely, the new status could have an incremental effect, especially affecting Israel?s relationship to Europe. Europe itself now has the opportunity to play the kind of honest broker between the two sides that the US pretended to but almost never did (Jimmy Carter a partial exception).

Many European countries have elevated the Palestine mission in their capitals to the status of full embassy. Palestine?s new status as UN observer state could well become a basis for it being given further embassies in Europe. Being an embassy rather than a mission strengthens the legal status of Palestine, including in national courts and EU tribunals.

Israel?s economy is deeply dependent on its relationship to Europe, the largest single source of imports into Israel and the second-largest market for exports (after the United States). European investment in Israel is also significant, as are various agreements giving Israel access to European technological advances and promoting scientific and technological exchange.

The European Union imports 15 times more goods from Israeli setter enterprises in the Occupied West Bank than from the Palestinians themselves. Europe is therefore a major, hidden support for Israeli crimes against the Palestinians.

Much speculation has focused on whether Palestine will attempt to take Israel to the International Criminal Court, getting specific Israeli officials or officers indicted for war crimes or crimes against humanity. Such cases may well be brought, and if successful might more or less imprison the individual inside Israel, since traveling abroad would risk arrest by Interpol.

But actually, gaining the standing to provoke resolutions and statements from various United Nations bodies and committees is also important. Such documents can then be cited in the European Parliament and in national parliaments in Europe. Over time, a latticework of human rights law on the treatment of the Palestinians can be erected that might well cause Europeans to boycott settler-made goods or even Israel proper (after all, the settlers are being sent into Palestine by the Likud government). One Israeli strategy over the years has been to attempt to prevent the creation of such a body of resolutions, findings, and judgments (the US veto on the Security Council and the lack of Palestinian standing as a state to bring matters before the UNGA both aided in this Israeli quest for impunity).

A big problem with international law, such as the Geneva Convention on the treatment of Occupied populations (1949), the Apartheid convention, etc., is that they typically do not have attached to them any court in which a practical judgment of guilt can be rendered. The European Court of Human Rights and the International Criminal Court are steps toward achieving such arenas of adjudication for claims of rights violation. But the European Court of Human Rights, e.g., has no mechanism for enforcing its rulings.

It seems to me that any court rulings against Israel will have their major effect through providing a basis for civil society organizations (unions, businesses, associations, NGOs) and parliaments to punish Israeli war crimes, Apartheid crimes, and crimes against humanity through boycotts. Over time, such steps could begin having a major impact on settler enterprises and even on the Israeli economy itself (which is fragile and highly dependent on foreign trade with Europe, since its goods are often shunned in the Middle East).

An example is the recent demand of the youth wing of the Swedish Social Democratic Party that Sweden boycott all settler-made goods. (Sweden, a little unexpectedly, voted for the UNGA resolution yesterday). If such demands proliferate, and the next generation of Europeans feels so strongly on this issue, the settlers could end up bankrupted.

How this could work is clear on a small scale is apparent in the 2010 European Court of Justice ruling that goods from the Occupied West Bank do not fall under the European Union?s preferential trade provisions for Israeli goods. What is important here is that German authorities declined to allow the British firm Brita to import mineral water tariff-free into Germany because they believe it originated with a settler company in the West Bank. The German decision was upheld by the ECJ.

Expect to see more such decisions by governments in Europe, and by its courts. The Palestinian victory at the UN will likely begin creating a whole set of new opportunities for the Palestinians to make their case in the most important Israeli market.

"Guardians of the Galaxy" director sorry for blog post seen as sexist, homophobic

LOS ANGELES (TheWrap.com) - James Gunn, the man entrusted with steering Marvel's "Guardians of the Galaxy" to the big screen, apologized publicly for a 2011 blog post that was criticized as sexist and homophobic.

Gunn, who is best known for directing the 2006 horror-comedy "Slither," found himself under fire this week after reports about a blog post titled "The 50 Superheroes You Most Want to Have Sex With." In it, he called the superhero Gambit a "Cajun fruit" and suggested that Iron Man could "turn" the lesbian Batwoman into a straight woman. He went on to joke that Batgirl, a masked avenger who happens to be a teen mother, was "easy." The list was voted on by Twitter and Facebook users, but has since been removed from his site.

In a statement to the Gay & Lesbian Alliance Against Defamation (GLAAD), Gunn said his attempt at irreverence was misguided and stressed that he is a proponent of gay rights and women's rights.

"A couple of years ago I wrote a blog that was meant to be satirical and funny," Gunn said. "In rereading it over the past day I don't think it's funny. The attempted humor in the blog does not represent my actual feelings. However, I can see where statements were poorly worded and offensive to many. I'm sorry and regret making them at all."

The post is an unwanted distraction from his efforts to give Marvel and its corporate owner the Walt Disney Company another hit. He plans to co-write the script for "Guardians of the Galaxy" in addition to directing. The film will be released in 2014.

"It kills me that some other outsider like myself, despite his or her gender or sexuality, might feel hurt or attacked by something I said," he added in his apology. "We're all in the same camp, and I want to do my best to make this world a better place for all of us. I'm learning all the time. I promise to be more careful with my words in the future. And I will do my best to be funnier as well. Much love to all."

What CMAS means for mobile subscribers - Urgent Communications

The Federal Emergency Management Agency (FEMA) this year launched Integrated Personal Alert and Warning System (IPAWS), the gateway used to send location-based information to mobile subscribers by utilizing the Commercial Mobile Alerts System (CMAS).

CMAS, a new public-safety alerting system, lets owners of enabled mobile devices receive text-like message alerts for imminent threats to safety, depending on the subscriber's geographical location. This service works wherever a user goes and does not require prior knowledge of zip codes or advanced registration.

This new communication system assures emergency alerts will not become congested in highly populated areas, which occurs with standard mobile voice and texting services, particularly in times of crisis.

How does the CMAS alert system work?

Authorized local, state or national government officials send notifications concerning public-safety emergencies ? for example, tornado warnings or terrorism alerts ? to CMAS. Then, CMAS validates the alert, authorizes the sender and sends the message to participating wireless carriers. Wireless carriers deliver the alerts from their cell towers to CMAS-enabled mobile devices in the affected area. These alerts will be displayed on devices in a manner similar to a text message.

The technology involved in the alert system offers distinctive features to subscribers that are not available through conventional alerting systems. These features include:

  • Location Targeting: The CMAS alerts are broadcast to a geographically targeted area, and follow users where ever they go. Therefore any person with a CMAS capable cell phone in active alert area would receive a message, regardless of where they call home. The CMAS system does not need to know your phone number. For example, a wireless customer from Chicago visiting downtown New York City would receive a CMASalert, if there was an active threat in the New York City area. However, while that subscriber is in New York City, he/she will NOT receive alerts targeted in Chicago.
  • Covers Only Critical Emergency Alerts: The CMAS system will only broadcast three types of alerts: 1) Alerts issued by the President; 2) Alerts concerning life-threatening risks; and 3) AMBER Alerts.
  • Automated Registration: Assuming customers have a CMAS-enabled mobile device and are current subscribers with a participating wireless provider, they will be registered automatically for this service. Participating carriers may provide the option for subscribers to block all alerts, except those issued by the President.
  • Free Alerts: Customers will not be charged for receiving CMAS alerts.
  • Distinct Alert Sound and Vibration:CMAS alerts will be accompanied by a unique alert sound and vibration, so it can accommodate hearing-impaired and visually-impaired subscribers.

The Cellular Telecommunication Industry Association (CTIA) designates CMAS-compatible devices as being wireless emergency alerts-capable (http://www.ctia.org/consumer_info/safety/index.cfm/AID/12081). A recent survey of carrier web sites indicates that more than 30 CMAS-compatible mobile devices are commercially available (now including the iPhone).

Today, text messages have become a dependable avenue for communication during emergencies. As FEMA notes on its web site, voice and data networks may become flooded with users following a disaster; wireless device users are advised to send a text message or e-mail to loved ones to notify them that they are OK. Unlike a voice call, which requires established dedicated circuits during the entirety of the call, text messages are sent as packets of data and are delivered within seconds, assuming network resources are available.

The CMAS alerting system utilizes life-saving technology that is expected to reach vast numbers of mobile devices in a quick and effective manner. CMAS is currently in early adoption by government agencies and CMSPs, and the service is probably one of the best-kept secrets today in wireless public safety.

Currently, most consumers are still not aware of the benefits of this government-operated and government-sponsored service. CMAS alerts are free; they automatically travel to specific cell towers and then to phones, so the alerts do not track the movement or location of a phone. Even with the release of the iPhone 5 and iOS 6, CMAS government alerts' new feature functionality went largely unmentioned. Carriers understandably have not invested in advertising or promotion of the service, due to the fact that CMAS is purely a cost-recovery service. As a result, it may take other industry-allied groups to take a more prominent role in consumer promotion.

Meanwhile, FEMA has been cautious in limiting CMAS weather-alert warnings to avoid creating "alert fatigue" by sending too many alerts and potentially desensitizing the consumer. Moving forward, consumers should expect to receive more than just weather-related information (e.g., HAZMAT spills, terrorist alerts, etc.), as additional federal, state and local government authorities come online. Additional work is being performed by the U.S. Department of Homeland Security to study the social impact of alerting and best practices on methods for alerting consumers.

As the CMAS service continues to develop, the next steps are to determine the preparedness of wireless carriers to transmit nationwide alerts, expand coverage into rural areas, and develop support for multi-language alert information that will be critical for continued success and widespread adoption by consumers.

YouTube's automatic captions service adds six additional languages

Building upon the work Google began in 2009, YouTube is now extending its automatic captioning reach to six additional languages. Previously, the transcription service was only available to speakers of English, Japanese, Korean and Spanish, but as of today, German, Italian, French, Portuguese, Russian and Dutch have also been added to the fold. Auto-caps, as the company calls it, works by employing the same voice recognition algorithms used within Google Voice, but as anyone familiar with that speech software can attest, it's not always error-free. So, expect some things to be (unintentionally and somewhat amusingly) lost in translation. Speaking of which, with the site's recent inclusion of the search giant's translation software, users will also have the option take their captioned vids and make them readable across a variety of languages. However, the company has promised it'll expand to "key Asian, European Union markets, and other large global travel hubs" in the next 12 months, bringing 1GB of data for $25, 3GB for $39 and 5GB for $49 per month. Contracts will run month-to-month, and you'll be able to cancel anytime with 48 hours notice, according to Voiamo. US officials await Murdoch phone-hacking report

LONDON -- The chairman of the Senate commerce committee signaled he will be paying close attention to the findings of a U.K. report into phone-hacking and media ethics by newspapers owned by Rupert Murdoch and others, amid concern U.S. laws may have been broken.

Senator Jay Rockefeller called on investigators in the U.K. to hold journalists accountable for their ?deplorable conduct,? ahead of the release of a report by the year-long Leveson Inquiry into the culture, practice and ethics of the press Thursday.

It is expected to be??excoriating? about the wrongdoing of journalists.

Numerous celebrities ? including actor Hugh Grant and Harry Potter author J.K. Rowling -- told the inquiry how they had been harassed, bullied, and traumatized by the press.

But ordinary people, such as Milly Dowler, a 13-year-old girl who was abducted and murdered in 2002, were also subjected to invasion of privacy in the most shocking of circumstances.

It emerged that while she was missing, employees of Rupert Murdoch's News of the World tabloid hacked into her telephone. Outrage over this case prompted Murdoch to shut down the tabloid and led U.K. Prime Minister David Cameron to commission the Leveson Inquiry.

Former News of the World editor Andy Coulson, who was later hired as Cameron's chief media adviser, and Rebekah Brooks, the former CEO of News Corporation?s U.K. arm News International, were also due to appear in court Thursday to face charges related to allegations of corrupt payments made to public officials, ITV News reported.

'Deeply concerned'
Rockefeller, chairman of the Senate Committee on Commerce, Science, and Transportation, said in an emailed statement sent to NBC News that he feared such practices may have been used on U.S. citizens.

He said he hoped Leveson?s report and other investigations would ?continue to clear the air? and hold the media organizations involved ?accountable for their deplorable conduct.?

?While I understand that the main goal of this report is to make policy recommendations, the core of the inquiry remains the illegal and unethical practices of newspapers owned by the News Corporation,? Rockefeller said.

?I remain deeply concerned that these companies may have violated U.S. laws and injured U.S. citizens,? he added.

Judgment day looms for Rupert Murdoch, Piers Morgan and UK press

The Leveson report could have implications for CNN?s Piers Morgan, who was previously editor of the News of the World and the Mirror newspapers.

In a 2006 article in the Daily Mail tabloid, Morgan said he was played a message left by former Beatle Paul McCartney on the phone of his then wife Heather Mills. Mills has said there's no way Morgan could have obtained the message honestly.

At the Leveson Inquiry, Morgan refused to reveal how he was able to listen to the message, saying this would compromise a source.

There have been calls from several victims of press intrusion for the government to regulate the media, an idea some have likened to state censorship in countries like China.

Fear for free speech
After retired teacher Christopher Jefferies, 67, of Bristol, was wrongly arrested for the murder of a young woman renting an apartment he owned, his character was picked over and savaged in the press and he later won substantial damages for defamation from eight newspapers.

He told ITV News that the government had to introduce some form of statutory regulation of the press.

?I'm sure that I and many other people will continue to feel extremely angry unless the sort of action which I have been suggesting needs to be taken, is taken,? he said.

However, more than 80 politicians from all three main parties in the U.K. signed a letter published in the Guardian and Telegraph newspapers warning Cameron against state control of the media.

?We believe in free speech and are opposed to the imposition of any form of statutory control,? they wrote.

Former UK PM accuses Murdoch of misleading inquiry into phone-hack scandal

Former News of the World journalist Tom Latham told ITV News that newspapers were already not running stories in the public interest in the wake of the Leveson Inquiry.

"If you seed anything to the government it's a slippery slope and then you start to lose control of the freedom of the press,? he said.

Prosecutors have filed criminal charges against former News of the World editor Andy Coulson and former News International executive Rebekah Brooks for their alleged involvement in Britain's phone-hacking scandal. NBC's Michelle Kosinski reports from London.

But, given the paper?s history, Leveson may be more sympathetic to the complaints of people like Hugh Grant.

He has revealed that details of hospital visits he made were leaked to the press, his garbage was rifled through, his ex-girlfriend and his infant daughter harassed.

Grant said articles in The Sun and the Daily Express about his visit to a hospital emergency room was a gross intrusion of privacy.

"I think no one would expect their medical records to be made public or to be appropriated by newspapers for commercial profit," the actor said. "That is fundamental to our British sense of decency."

?They Need Jobs, So Let Them Burn?: Fox Business Host On - Home

Fox Business host and self-evidently despicable person Charles Payne:

It is tragic. I don?t think something like this will happen again. Don?t think that the people in Bangladesh who perished didn?t want or need those jobs, as well. I know we like to victimize everyone in this country, particularly when it comes to for-profit motivation, which is being assaulted. But, you know, it is a tragedy but I think it is a stretch, an amazing stretch, to sort of try to pin this on Walmart but, of course, the unions in this country are desperate.

Let?s take this line by line.

?It is tragic.? Said in an offhanded ?let?s get this out of the way so I?m not accused of being heartless? way.

?I don?t think something like this will happen again.? Actually, it happens a lot. Hundreds of garment workers in Bangladesh have been killed in fires in recent years. In fact, at least 10 people were injured in another garment factory fire Monday. It?s true that a fire killing more than 100 people is rare, if that?s what Payne means by ?something like this,? but if he just means a fatal fire in a Bangladeshi garment factory, then yeah, it?s going to happen again unless there are big, big changes in labor and workplace safety laws there.

?Don?t think that the people in Bangladesh who perished didn?t want or need those jobs, as well.? Well, Charles, people need jobs. But the thing is, ?I need this job? and ?I look forward to choosing between burning to death or jumping out of an eight-story building to escape burning to death? are two very different things. ?I need this job? should not be a license for exploitation. In fact, garment workers have been fighting to improve working conditions even though by law they are not allowed to unionize, unlike many other workers in Bangladesh. Though the minimum wage for garment workers is now just $38 a month, less than two thirds of the country?s per capita income, that $38 represents a big increase that workers protested and fought for this year. Yes, these workers need jobs, but their fight to make those jobs better, and the large protests they?ve staged in the wake of this fire, show that it?s not as simple as ?well, they need jobs, so let them burn.?

?I know we like to victimize everyone in this country, particularly when it comes to for-profit motivation, which is being assaulted.? Victimize? Let?s talk about victims. Like the at least 112 victims of this fire in which there were no fire extinguishers, exits were inadequate or even locked, and one manager reportedly told people to get back to work after a fire alarm sounded. I?m pretty sure they, and not the profit motive, are the victims here.

?But, you know, it is a tragedy but I think it is a stretch, an amazing stretch, to sort of try to pin this on Walmart but, of course, the unions in this country are desperate.? In the wake of this fire, it kind of defies belief how many companies whose clothes were found in the burned factory have said their clothes shouldn?t have been there anymore, that, yes, they?d used that factory in the past but had stopped just in time to deny that their clothes should have been there. Amazing. So no, it?s not just Walmart. It?s also Sears and Dickies and Ikea and who knows what other companies. But as the largest retailer in the world, Walmart does more than any other company to set prices and labor conditions for manufacturers.

Really, Payne might as well have said, ?I realize I?m supposed to say this is tragic, but I?m a little confused about why I?m supposed to think the tragedy is the loss of more than 100 lives and not the potential threat to Walmart?s profits.?

Health-care providers can play critical role in reducing and preventing intimate partner violence

ScienceDaily (Nov. 28, 2012) ? In a perspective article to appear in the Nov. 29 issue of the New England Journal of Medicine, researchers from Boston University Schools of Medicine and Public Health (BUSM and BUSPH) report that health-care providers can play a critical role in helping to reduce and prevent intimate partner violence (IPV) by screening and referring patients to appropriate resources.

The U.S. Centers for Disease Control and Prevention recently released a comprehensive report on the prevalence of sexual violence, stalking and IPV in the U.S. The report relays the alarming findings that 35.6 percent of women in the U.S. are raped, assaulted or stalked by intimate partners at some point during their lives, and approximately six percent experience these events in a given year. Men are also at risk: 28.5 percent report lifetime victimization and five percent report past year victimization. The annual health care costs for women who are experiencing ongoing IPV are 42 percent higher than those for non-abused women, and it has been estimated that the cost of providing health care to adult survivors of IPV ranges from $2.3 billion to $7 billion in the first year after the assault.

Now that the Affordable Care Act requires insurance coverage to include domestic violence screening of women, physicians are taking a new look at how they respond to patients who are domestic violence survivors. There are several steps doctors should take when patients report potential IPV, including acknowledging the admission of abuse. "We advise thanking the patient for trusting the provider with the information, and expressing concern about the patient's safety," explained lead author Jane Liebschutz, MD, MPH, FACP, an associate professor of medicine and social and behavioral sciences at BUSM and BUSPH respectively.

Other steps include: asking the patient if he or she would like to be connected to IPV advocacy services; offering the patient the National Domestic Violence hotline number; considering whether child protective services are required and screening the patient for co-morbid depression, anxiety and substance abuse.

According to Liebschutz, when a patient screens negative for IPV, but providers nevertheless suspect that they are experiencing abuse, it is important that the provider not force disclosure. "It is not critical that the patient acknowledges IPV victimization in order to receive a benefit from the screening. Having asked IPV-related questions signals to the patient that the provider is caring and concerned, trustworthy and willing to discuss the topic during a future visit," she added.

Finally, providers need not receive a positive screening response in order to provide universal education about IPV. "Even if a patient screens negative, providers are encouraged to state that many patients do experience IPV at some point, and that there are many resources to help people who feel unsafe in their relationships," said co-author Emily Rothman, ScD., an associate professor of community health services at BUSPH.

California man accused in plot to join al Qaeda denied bail

RIVERSIDE, California (Reuters) - A California man accused alongside three co-defendants of conspiring to provide support to al Qaeda and Taliban militants plotting attacks against Americans overseas was ordered held without bail on Monday by a federal judge.

Arifeen David Gojali, 21, was arrested with two others last week outside a southern California apartment complex by authorities who said the trio had imminent plans to travel to Afghanistan via Mexico and Turkey to prepare for "violent jihad."

A fourth man, accused ringleader Sohiel Omar Kabir, 34, was apprehended in Afghanistan and remains in custody there, according to the FBI.

"I specifically find that the defendant poses a serious risk of flight and a danger and the defense has not rebutted to the contrary," U.S. Magistrate Judge Sheri Pym said in ordering Gojali jailed without bond.

Defense attorneys did not contest Pym's ruling during proceedings in U.S. District Court in Riverside, 60 miles east of Los Angeles, and said outside court that Gojali and his family could not afford to post bond.

"When you can't get over that hurdle, there's nothing you can do," attorney John Aquilina said of his client, who was escorted into court by U.S. Marshals wearing an orange jail jumpsuit and shackled at the waist.

The four defendants, all U.S. citizens or permanent residents, are charged with conspiring to provide material support to terrorists.

Kabir, the accused ringleader, is charged with recruiting co-defendants Ralph Deleon, 23, and Miguel Alejandro Santana Vidriales, 21, who converted to Islam under his tutelage. Those two are in turn alleged to have enlisted Gojali.

In conversations relayed or recorded by an unidentified paid FBI informant, Deleon and Santana spoke about traveling to Afghanistan to join Kabir and engage jihad, according to the criminal complaint. It said they described potential targets for attacks including U.S. military bases.

Together with Gojali, they also made visits to a Los Angeles firing range and a paint ball facility for shooting practice "to prepare for terrorist training oversees," the FBI said.

Kabir, a naturalized U.S. citizen who lived in the Los Angeles suburb of Pomona before going abroad in late 2011, was born in Afghanistan and served in the U.S. Air Force from 2000 to 2001, according to the FBI.

The FBI has declined to elaborate on Kabir's status or discuss when he might be returned to the United States to face charges, saying only that he remained in custody in Afghanistan.

They each face up to 15 years in prison if convicted of conspiring to provide material support to terrorists.

US defends 'enormous' climate efforts at UN talks

DOHA, Qatar (AP) ? The U.S. defended its track record on fighting climate change on Monday at U.N. talks, saying it's making "enormous" efforts to slow global warming and help the poor nations most affected by it.

Other countries have accused Washington of hampering the climate talks ever since the Bush administration abandoned the Kyoto Protocol, the 1997 treaty limiting emissions of heat-trapping gases by industrialized countries. As negotiators met for a two-week session in oil and gas-rich Qatar, U.S. delegate Jonathan Pershing suggested America deserves more credit.

"Those who don't follow what the U.S. is doing may not be informed of the scale and extent of the effort, but it's enormous," Pershing said.

He noted that the Obama administration has taken a series of steps, including sharply increasing fuel efficiency standards for cars and trucks, and made good on promises of climate financing for poor countries. A climate bill that would have capped emissions stalled in the Senate.

"It doesn't mean enough is being done," Pershing said. "It's clear the global community, and that includes us, has to do more if we are going to succeed at avoiding the damages projected in a warming world."

The two-decade-old U.N. talks have not fulfilled their main purpose: reducing the greenhouse gas emissions that scientists say are warming the planet.

The goal is to keep the global temperature rise under 2 degrees C (3.6 F), compared to pre-industrial times.

Efforts taken so far to rein in emissions, reduce deforestation and promote clean technology are not getting the job done. A recent projection by the World Bank showed temperatures are expected to increase by up to 4 degrees C (7.2 F) by 2100.

Scientists warn that dangerous warming effects could include flooding of coastal cities and island nations, disruptions to agriculture and drinking water, the spread of diseases and the extinction of species.

Attempts to forge a new climate treaty failed in Copenhagen three years ago, but countries agreed last year to try again, giving themselves a deadline of 2015 to adopt a new pact.

Several issues need to be resolved by then, including how to spread the burden of emissions cuts between rich and poor countries. That's unlikely to be decided in the current talks in the Qatari capital of Doha, where negotiators from nearly 200 countries are focusing on extending the Kyoto Protocol, and trying to raise billions of dollars to help developing countries adapt to a shifting climate.

"We owe it to our people, the global citizenry. We owe it to our children to give them a safer future than what they are currently facing," said South African Foreign Minister Maite Nkoana-Mashabane, who led last year's talks in Durban, South Africa.

The U.N. process is often criticized, even ridiculed, both by climate activists who say the talks are too slow and by those who challenge the scientific near-consensus that the global temperature rise is at least partly caused by human activity, primarily the burning of fossil fuels like coal and oil.

The concentration of greenhouse gases such as carbon dioxide has jumped 20 percent since 2000, according to a U.N. report released last week. The report also showed that there is a growing gap between what governments are doing to curb emissions and what needs to be done to protect the world from potentially dangerous levels of warming.

"Climate change is no longer some distant threat for the future, but is with us today," said Greenpeace climate campaigner Martin Kaiser, who was also at the Doha talks. "At the end of a year that has seen the impacts of climate change devastate homes and families around the world, the need for action is obvious and urgent."

Many scientists say that extreme weather events, such as Hurricane Sandy's onslaught on the U.S. East Coast, will become more frequent as the Earth warms, although it is impossible to attribute individual weather events to climate change.

The Kyoto Protocol is seen as the most important climate agreement reached in the U.N. process so far. It expires this year, so negotiators in Doha will try to extend it as a stopgap measure until a wider deal can be reached.

The problem is that only the European Union and a handful of other countries ? that together are responsible for than 15 percent of global emissions ? are willing to set emissions targets for a second commitment period of Kyoto.

The U.S. rejected the Kyoto accord because it didn't impose binding commitments on major developing countries such as India and China, which is now the world's top carbon emitter.

China and other developing countries want to maintain a clear division, saying climate change is mainly a legacy of Western industrialization and that their own emissions must be allowed to grow as their economies expand, lifting millions of people out of poverty.

That discord scuttled attempts to forge a climate deal in Copenhagen in 2009 and risks a recurrence in Doha, as talks begin on a new global deal that is supposed to be adopted in 2015 and implemented in 2020.

Environmentalists found the choice of Qatar as host of the two-week conference ironic. The tiny Persian Gulf emirate owes its wealth to large deposits of gas and oil, and it emits more greenhouse gases per capita than any other nation.

Qatar has not even announced any climate action in the U.N. process, and former Qatari oil minister Abdullah Bin Hamad al-Attiyah didn't do so when he opened the conference Monday.

"We should not concentrate on the per capita (emissions). We should concentrate on the amount from each country," al-Attiyah told reporters. "I think Qatar is the right place to host" the conference, he said.

Manning sharp as Broncos beat Chiefs 17-9

KANSAS CITY, Mo. (AP) ? You won't get much argument from Broncos coach John Fox about the value of a solid starting quarterback. You probably won't get much from Chiefs coach Romeo Crennel, either.

Not after they stood on opposing sidelines and watched Peyton Manning go to work.

The four-time MVP was wooed by both franchises when he was cut loose by Indianapolis, but he never gave Kansas City much thought. Instead, he signed with its AFC West rival, and is now putting together one of the best seasons of his career for Denver, all while Kansas City flounders behind the revolving door of Brady Quinn and Matt Cassel.

The difference on Sunday was striking: Manning threw for 285 yards with touchdowns to Jacob Tamme and Demaryius Thomas in a 17-9 victory, the Broncos' sixth straight. Quinn threw for just 126 yards with an interception as Kansas City lost its eighth straight game.

"Peyton Manning is a Hall of Famer," Chiefs linebacker Derrick Johnson said. "We played pretty good as a defense most of the game, but he made a few plays, one or two more plays than we'd like him to make, and he came up with a victory."

It allowed Manning to break a tie with his boss and Broncos vice president John Elway with his 149th win as a starting quarterback, trailing only Brett Favre (186) for most in NFL history.

Naturally, Manning was quick to pass the praise to someone else.

In this case, it was Knowshon Moreno, who ran for 85 yards after stepping into the starting lineup this week after Willis McGahee landed on injured reserve.

"I've got to tip my hat to Knowshon Moreno," Manning said. "He stepped up today and did a heck of a job. Really an impressive effort by him."

Not so much by the Chiefs offense.

Jamaal Charles ran for 107 yards, but the Chiefs (1-10) were done in by penalties, missed opportunities and a conservative approach that has not yielded a touchdown since the first quarter against Pittsburgh on Nov. 12, a span of more than 11 quarters and 173 minutes.

They could only manage field goals by Ryan Succop for the second straight game.

"We struggled a bit against the run, but they're a very good run team," Fox said. "Something we work very hard on is the red area, and holding them to three field goals was a key in the game."

Kansas City actually established an early lead for the third straight game on Succop's first-quarter field goal, and seemed to be outplaying Denver (8-3) the entire first half.

They had a chance to go ahead 10-0 when they faced fourth-and-2 at the Denver 4, but Chiefs coach Romeo Crennel elected to kick another field goal against a team that had scored at least 30 points in five straight games, drawing a chorus of boos from the crowd.

"I thought points on the board were important," Crennel said.

Problem was that touchdowns trump field goals.

On the Broncos' final drive of the half, Manning completed five straight passes before finding Tamme on third-and-goal from the Kansas City 7 with 18 seconds left. The touchdown catch, on which the tight end dragged safety Eric Berry into the end zone, gave the Broncos a 7-6 lead and wiped out all the hard work that Kansas City had put in over the first 25 minutes.

"It was huge to get a touchdown there," Manning said.

Denver's Matt Prater missed his second field goal try of the game early in the third quarter, and Succop's 49-yarder gave Kansas City its first second-half lead of the season.

But once again, a failure to get into the end zone proved fatal.

Manning, who surpassed 3,000 yards passing earlier in the day, rode the legs of Moreno into Chiefs territory, and that's when he lobbed a pass over nickelback Jalil Brown and into the hands of Thomas for the go-ahead, 30-yard touchdown reception late in the third quarter.

"That was a great catch down the sideline against tight coverage," Manning said.

The Chiefs twice had chances to overcome the 14-9 deficit late in the fourth, but they failed to move the ball after taking over at their own 37. After getting it back, Crennel chose to punt on fourth-and-6 at the Broncos 47 after a series of penalties ruined the drive.

It was their last chance to retake the lead.

Denver tacked on a field goal by Prater in the closing seconds, and after Jacksonville held on to beat Tennessee, the Chiefs were left as the league's only one-win team.

"We're frustrated every week. Every time we get a loss, it's frustrating," Charles said. "I don't know when it's going to stop, but hopefully we can did deep down in our souls and find a way to get out of this."

(AP) ? Usain Bolt won the IAAF World Athlete of the Year award for the fourth time Saturday after defending his 100 and 200 meter gold medals at last summer's Olympic Games in London.

The Jamaican sprinter, who beat out American hurdler Aries Merritt and Kenyan runner David Rudisha, had previously won the award in 2008, 2009, and 2011.

"For me this is a great honor to win a fourth time. I really worked hard and I was really focused this year. This season was one of my toughest. I had my ups and downs, even though we don't like to talk about them," said Bolt, who thanked his coach and the fans at the Olympics.

"The London games were magnificent. Fans were there in the stadium from 10 in the morning. I had never seen anything like that."

Sprinter Allyson Felix of the United States took home the women's award.

In 2003, Bolt and Felix won the Rising Star awards for the most promising young athletes of the year.

"Nine years ago I was here with Allyson, now I am back, that means I am getting old, which is slightly worrying," said the 26-year-old Bolt. "But I will continue to work hard."

Felix won the 200-meter gold medal in London after settling for silver four years earlier in Beijing.

"My biggest defeats have come at the Olympic Games. After Beijing I was devastated, I had worked as hard as possible but I came up short," she said. "But I decided to rededicate myself even harder and it was a blessing in disguise. I was able to work harder than ever before and finally it all came together."

The other finalists for the women's award were New Zealand shot putter Valerie Adams and British heptathlete Jessica Ennis ? both gold medalists in London.

Merritt won the Inspiration Award for his season, which included a gold medal and a world record in the 110-meter hurdles.

Rudisha, who was named Athlete of the Year in 2010, won the Performance of the Year award for his record-setting gold medal run in the 800 meters.

Javelin thrower Keshorn Walcott of Trinidad and Bahamas sprinter Anthonique Strachan won the Rising Star awards.

The awards were announced on the final day of the IAAF's 100th anniversary celebration.

Bomb kills four Yemenis marking Shi'ite Muslim Ashura festival

SANAA (Reuters) - At least three Shi'ite Muslims were killed on Saturday in a bomb attack targeting the first public commemoration of the anniversary of the death of a grandson of the Prophet Mohammad in the Yemeni capital in half a century.

No one claimed responsibility for the attack, but al Qaeda and its affiliates, comprising Sunni Muslim militants, have targeted Shi'ites in the past.

Medics and local officials said 13 other people were also wounded in the attack on a hall where the Shi'ites were leaving the ceremony in Sanaa after the Ashura rituals which recall the death of Imam Hussein in Iraq in the year 680 AD.

"Fourteen people were brought to hospital, and three of them have died," one medic at the Saudi German Hospital told Reuters.

A statement issued by the Houthis, a Shi'ite armed group based in northern Yemen, said the attackers also sprayed the crowd with gunfire and fled.

"We condemn this attack and consider the safety of Yemeni citizens the responsibility of the so-called national unity government," the statement said.

Yemeni Shi'ites, who follow the Zaydi creed, have gained strength in Sanaa since President Ali Abdullah Saleh was forced to step down following an uprising against his 33 years in office earlier this year. Saleh kept the rebels in check in northern Yemen, launching repeated campaigns against them.

Ashura rituals, which in other countries also involve self flagellation to express deep sorrow over the death of Imam Hussein, have been banned in Yemen since the 1,000-year Zaydi Imamate rule was overthrown in a coup in 1962.

Analysts and diplomats say the ascent of the Houthis has turned Yemen into a new front in a long struggle between Iran and Western powers, centered on a nuclear program that Israel and the West say is aimed at making atomic weapons. Iran denies those charges.
