Israel boycotts UN forum, first state in history to ignore human rights review

Israel has boycotted the UN human rights forum over fears of scrutiny of its treatment of residents of the occupied territories. Israel is now the first state in history to win a deferment of the periodical review of its human rights record.

Tel Aviv has refused to send a delegation on Tuesday to the United Nations Human Rights Council in Geneva for the Universal Periodic Review procedure where UN member states have their human rights record evaluated every four years.

Israel?s cooperation with the council stopped last March after the UN set up a committee to inspect the effects of the Israeli settlements on Palestinians.

Israel which earlier accused the United Nations of anti-Israel bias reiterated its stance, recalling that the council has passed more resolutions against Israel than all other countries combined.

?After a series of votes and statements and incidents we have decided to suspend our working relations with that body,? Yigal Palmor, Israeli foreign ministry spokesman, told the Financial Times. ?I can confirm that there is no change in that policy.?

?There have been more resolutions condemning Israel than the rest of the world put together,? an Israeli government official said on Tuesday. ?It?s not a fair game ? it?s not even a game.?

Following the Israeli decision, the council has decided to postpone its review until no later than November.

The Council president has also called on the body to adopt a draft response to an unprecedented move by Israel.

Egypt?s representative meanwhile has warned that a ?soft? approach would create a dangerous precedent and leave ?a wide-open door for more cases of non-cooperation,? the AFP quoted.

Activist groups have lashed out against Israel?s disregard for international law.

?By not participating in its own review, Israel is setting a dangerous precedent,? Eilis Ni Chaithnia, an advocacy officer with al-Haq, a human rights organisation based in Ramallah has told the FT. ?This is the first time any country has made a determined effort not to attend.?

Others thought that the council?s decision to delay gives Tel Aviv the opportunity to make amends. Eight Israeli human rights organizations issued a statement saying, ?Israel now has a golden opportunity to reverse its decision not to participate,? adding ?it is legitimate for Israel to express criticism of the work of the Council and its recommendations, but Israel should do so through engagement with the Universal Periodic Review, as it has done in previous sessions,? JTA quotes.

The investigation into Israel?s Human Rights record began in 2007, but last year the UN started to pay particular attention to Israel?s activities in the West Bank.

The probe at the time prompted an angry response from the country?s leader.

?This is a hypocritical council with an automatic majority against Israel,? Prime Minister Benjamin Netanyahu said.

Senior Israeli officials announced last month that Israel does not intend to cancel plans to accelerate settlement construction.

Netanyahu himself said in an interview with Israeli Channel 2 last month that the ? area ?is not occupied territory? and that he ?does not care? what the UN thinks about it.

Around 500,000 Israelis and 2.4 million Palestinians live in the West Bank and in East Jerusalem, areas that, along with Gaza, the Palestinians want for a future state.

The United Nations regards all Israeli settlements in the West Bank as illegal. Tel Aviv last attended the human rights review in 2008. Israel is not a member of the Council, which is comprised of 47 UN member states.

Boeing 787 battery had issues before recent incidences

Japan's two biggest airlines replaced below-par lithium-ion batteries on their Boeing Co 787 Dreamliners in the months before separate incidents led to the technologically advanced aircraft being grounded worldwide due to battery problems.?

Comments from both All Nippon Airways, the new Boeing jetliner's biggest customer to date, and Japan Airlines Co Ltd point to reliability issues with the batteries long before a battery caught fire on a JAL 787 at Boston's airport and a second battery was badly charred and melted on an ANA domestic flight that was forced into an emergency landing.?

ANA said it changed 10 batteries on its 787s last year, but did not inform accident investigators in the United States because the incidents, including five batteries that had unusually low charges, did not compromise the plane's safety, spokesman Ryosei Nomura said on Wednesday.?

JAL also replaced batteries on the 787 "on a few occasions", said spokeswoman Sze Hunn Yap, declining to be more specific on when units were replaced or whether these were reported to authorities.?

ANA did, however, inform Boeing of the faults that began in May, and returned the batteries to their manufacturer, GS Yuasa Corp <6674.T>. A spokesman for the battery maker declined to comment on Wednesday. Shares of the company fell 1.2 percent.?

Boeing spokesman Marc Birtel said the airplane maker could not comment as the U.S. National Transportation Safety Board (NTSB) has indicated this is now part of their investigation.?

Little?headway
The New York Times earlier quoted an NTSB spokeswoman as saying the agency would include these "numerous issues" with the 787 battery in its investigations.?

Under aviation inspection rules, airlines are required to perform detailed battery inspections once every two years.?

Officials are carrying out detailed tests on the batteries, chargers and monitoring units in Japan and the United States, but have so far made little headway in finding out what caused the battery failures.?

Japan's transport ministry said the manufacturing process at the company which makes the 787 battery's monitoring unit did not appear to be linked to the problem on the ANA Dreamliner that made the emergency landing.?

The NTSB said on Tuesday it was carrying out a microscopic investigation of the JAL 787 battery. Neither it nor the Japan Transport Safety Board has been able to say when they are likely to complete their work.?

The global fleet of 50 Dreamliners - 17 of which are operated by ANA - remain grounded, increasing the likely financial impact to Boeing, which is still producing the aircraft but has stopped delivering them, and the airlines that fly the Dreamliner.?

What you can do is work with the kitchen fittings. Wall racks, hooks, cupboard doors and so on can feature cheerful colour themes or pictures. The thing to keep in mind is that it should have a casual and happy feel about it and you shouldn?t really go too over the top with the d?cor. In terms of priorities, convenience should rule the roost. Cooking there should be an enjoyable process; all the utensils should be easy to access and there should be as much free space to work in as possible.

Maximizing Available Space

Space is a very important component in the kitchen. It?s often seen that when it comes to smaller houses and apartments, builders and house owners tend to compromise on the size of the kitchen to give more space to other rooms. This is a big mistake to my mind, because a small kitchen is really difficult to work in.

However, if you are stuck with a small kitchen, there are a few things you can do to make the most out of the space available. The most important thing is to make use of the walls as much as possible. Using wall mounted racks and hooks, you can store all kinds of kitchen utensils, pans and so on, on the walls. This will save a lot of floor space and counter space, making your kitchen much easier to work in. Even fruits and vegetables can be stored in beautiful baskets that can be hung from the walls. This will not only save space for you, it can also make your kitchen look that much better.

Organization

The most important thing to keep in mind is that the kitchen should not be a messy place with a clutter of equipments and utensils everywhere. Keeping the counters and tabletops free of stuff would, in itself, brighten up a kitchen. You can have fun stuff in the kitchen as well, like a small TV tucked in somewhere or a margarita maker to have a good time with. The basic idea is for the kitchen to be a fun place to cook in and a great place to sit around and spend your free time in.

When you ring the doorbell at Marie Frank?s Dunwoody home, she barely cracks the door.

?Come in quickly,? she says, opening the door just enough for you to squeeze through.

Once inside, the reason for her caution is clear. Frank has three pet cockatiels that fly freely about her home.

Dixie perches on the handle of her oven, singing to his reflection in the stainless steel appliance. Lucky hops over to the table where Frank is sitting, curiously inspecting her coffee mug.

Frank said her birds are always entertaining her. But she said most people don?t know what they are getting into when they buy a parrot.

?These are the best pets,? Frank said. ?But if you don?t treat them well, they can be your worst nightmare.?

Frank is passionate about teaching people about responsible bird ownership.

A-Pets-2Frank said when she got her first gray and yellow cockatiel, Dixie, she assumed it would be happy living in its cage. ?I had a 5-year-old son who wanted a parrot,? Frank said. ?I think people think ? like I did ? that you can buy a big cage and look at him because he?s pretty.?

But she soon learned that her bird needed to spend time outside of his cage, flying and interacting with her family.

?Dixie is kind of the one who trained us on how he wanted to be treated,? Frank said. ?To treat them properly, you have to give them little or no cage time.?

Since getting her first cockatiel, Frank has rescued three more and has traveled to Arizona to volunteer with a bird rescue sanctuary.

She said there are many things people don?t know about parrots ? the family of exotic birds that includes macaws, cockatoos and Amazons.

If birds are bored or unhappy in their cage, they can be very loud and destructive, she said.

Some birds will even pick out their feathers and bite their skin with their beaks if they are confined to a cage.

?People need to know they are social creatures, they do need stimulation, they do need interaction,? Frank said.

Frank said many people give away their parrots, annoyed by the noise the birds make. There are only a few bird rescue groups around the country, and there often isn?t much space.

?The rescues are bursting at the seams. They?re so overcrowded,? Frank said.

One reason those rescues are so crowded: birds have incredibly long life spans.

Smaller parrots like cockatiels can live up to 25 years. But some larger birds, like macaws and African Grey Parrots, have a life span of up to 100 years.

Ron Johnson, owner of Feathered Friends Forever, cares for 1,400 birds at his rescue facility near Augusta.

He said birds come to the rescue from around the country for a variety of reasons. Some have owners who have died, or owners who have moved and can no longer keep them. Some people turn their birds in because they are simply tired of being bitten by the birds or hearing them chirp.

Johnson said the problem is that breeders continue to sell the birds for a large profit.

?Breeders and pet stores don?t care what people buy so long as they collect their money,? Johnson said.

Johnson said someone recently dropped off a bird that was only six months old.

?A breeder convinced this lady that this was a quiet, lovable bird,? Johnson said. ?She paid $900 for the bird, $300 for the cage, and had it 48 hours because she couldn?t stand the noise that it made.?

He said it?s important to keep in mind that parrots are wild animals. They still have natural instincts that can make them unfriendly.

?They?re in a sense ?domesticated? in that they will take food from your hand and they will talk to you,? Johnson said. ?When it?s breeding season, you have Dr. Jekyll.?

Egypt: opposition rejects president's dialogue

CAIRO (AP) ? Egypt's main opposition coalition on Monday rejected the Islamist president's call for dialogue unless their conditions are met, a move that is likely to prolong the country's latest political crisis as violence that has left more than 50 people dead continued for a fifth day.

In the latest clashes, riot police fired tear gas at rock-throwing protesters in central Cairo on Monday, and one protester died of gunshot wounds, health and security officials said.

The violence came a day after President Mohammed Morsi vowed a tough response to the eruption of political violence, calling a state of emergency and curfew in the hardest hit areas ? three cities along the Suez Canal and their surrounding provinces. The military has deployed in two of those cities, Port Said and Suez.

The opposition has painted the explosion of rioting as a backlash against attempts by Morsi and the Muslim Brotherhood to monopolize power in Egypt ? and proof that Morsi has been incapable of achieving stability or achieving reforms.

Leaders of the main opposition coalition, the National Salvation Front, dismissed Morsi's invitation to a dialogue on resolving the crisis. At a press conference, the front's head Mohamed ElBaradei said the call was "without form and content."

ElBaradei said Morsi must first appoint a national unity government and name a commission to amend the disputed constitution that was ratified in a referendum last month before they can join a dialogue. He also wants Morsi to take legislative powers from the Islamist-dominated upper house of parliament, or the Shura Council, a usually toothless body elected early last year by less than 10 percent of Egypt's registered voters.

"We support any dialogue if it has a clear agenda that can shepherd the nation to the shores of safety," said ElBaradei, flanked by former Arab league chief Amr Moussa and leftist Hamdeen Sabahi.

Sabahi, who finished a close third in last year's presidential election, added conditions of his own. Morsi, he said, must state publicly his political responsibility for the violence that engulfed the country since Friday, his respect for peaceful protests and fire the attorney general he named late last year.

The violence erupted around Friday's two-year anniversary of the start of the uprising that toppled autocrat Hosni Mubarak. Protests that turned to clashes around the country on Friday left 11 dead, most of them in Suez.

The next day, riots exploded in Port Said after a court convicted and sentenced to death 21 defendants for a mass soccer riot in the city's main stadium a year ago. During the weekend, 44 people were killed in violence in the city.

Throughout the past five days, anger over Morsi's policies and the slow rate of change have helped fuel the protests and clashes.

Angry and at times screaming and wagging his finger, Morsi went on national TV Sunday night and declared a 30-day state of emergency in the provinces of Port Said, Ismailiya and Suez, which are named after their main cities. A nighttime curfew goes into effect in those areas Monday.

Morsi has struggled to address the country's daunting social and economic problems since taking power in June, and his state of emergency call sparked criticism from opponents who accused him of using the same methods as Mubarak.

A relative unknown until his Muslim Brotherhood nominated him to run for president last year, Morsi is widely criticized and ruthlessly ridiculed in the media for having offered no vision for the country's future after nearly 30 years of dictatorship under Mubarak and no coherent policy to tackle seemingly endless problems, from a free falling economy and deeply entrenched social injustices to surging crime and chaos on the streets.

The rejection of his offer for a dialogue is likely to lend more weight to ElBaradei and his colleagues in the Salvation Front at a time when protesters on the streets are increasingly showing their independence from politicians, voicing a wide range of non-political grievances.

Climate change impacts to U.S. coasts threaten public health, safety and economy, report finds

Jan. 28, 2013 ? According to a new technical report, the effects of climate change will continue to threaten the health and vitality of U.S. coastal communities' social, economic and natural systems.

The report, Coastal Impacts, Adaptation, and Vulnerabilities: a technical input to the 2013 National Climate Assessment, authored by leading scientists and experts, emphasizes the need for increased coordination and planning to ensure U.S. coastal communities are resilient against the effects of climate change.

The recently released report examines and describes climate change impacts on coastal ecosystems and human economies and communities, as well as the kinds of scientific data, planning tools and resources that coastal communities and resource managers need to help them adapt to these changes.

"Sandy showed us that coastal states and communities need effective strategies, tools and resources to conserve, protect, and restore coastal habitats and economies at risk from current environmental stresses and a changing climate," said Margaret A. Davidson of NOAA's Office of Ocean and Coastal Resource Management and co-lead author of the report. "Easing the existing pressures on coastal environments to improve their resiliency is an essential method of coping with the adverse effects of climate change."

A key finding in the report is that all U.S. coasts are highly vulnerable to the effects of climate change such as sea-level rise, erosion, storms and flooding, especially in the more populated low-lying parts of the U.S. coast along the Gulf of Mexico, Mid-Atlantic, northern Alaska, Hawaii, and island territories. Another finding indicated the financial risks associated with both private and public hazard insurance are expected to increase dramatically.

"An increase in the intensity of extreme weather events such as storms like Sandy and Katrina, coupled with sea-level rise and the effects of increased human development along the coasts, could affect the sustainability of many existing coastal communities and natural resources," said Virginia Burkett of the U.S. Geological Survey and co-lead author of the report.

The authors also emphasized that storm surge flooding and sea-level rise pose significant threats to public and private infrastructure that provides energy, sewage treatment, clean water and transportation of people and goods. These factors increase threats to public health, safety, and employment in the coastal zone.

The report's authors noted that the population of the coastal watershed counties of the U.S. and territories, including the Great Lakes, makes up more than 50 percent of the nation's population and contributed more than $8.3 trillion to the 2011 U.S. economy but depend on healthy coastal landforms, water resources, estuaries and other natural resources to sustain them. Climate changes, combined with human development activities, reduce the ability of coasts to provide numerous benefits, including food, clean water, jobs, recreation and protection of communities against storms.

Seventy-nine federal, academic and other scientists, including the lead authors from the NOAA and USGS, authored the report which is being used as a technical input to the third National Climate Assessment -- an interagency report produced for Congress once every four years to summarize the science and impacts of climate change on the United States.

Other key findings of the report include:

  • Expected public health impacts include a decline in seafood quality, shifts in disease patterns and increases in rates of heat-related morbidity.
  • Changes in the location and the time of year when storms form can lead to large changes in where storms land and the impacts of storms. Any sea-level rise is virtually certain to exacerbate storm-surge and flooding related hazards.
  • Because of changes in the hydrological cycle due to warming, precipitation events (rain, snow) will likely be heavier. Combined with sea-level rise and storm surge, this will increase flooding severity in some coastal areas, particularly in the Northeast.
  • Temperature is primarily driving environmental change in the Alaskan coastal zone. Sea ice and permafrost make northern regions particularly susceptible to temperature change. For example, an increase of two degrees Celsius during the summer could basically transform much of Alaska from frozen to unfrozen, with extensive implications.
  • As the physical environment changes, the range of a particular ecosystem will expand, contract or migrate in response. The combined influence of many stresses can cause unexpected ecological changes if species, populations or ecosystems are pushed beyond a tipping point.
  • Although adaptation planning activities in the coastal zone are increasing, they generally occur in an ad-hoc manner and are slow to be implemented. Efficiency of adaptation can be improved through more accurate and timely scientific information, tools, and resources, and by integrating adaptation plans into overall land use planning as well as ocean and coastal management.
  • An integrated scientific program will reduce uncertainty about the best ways coastal communities can to respond to sea-level rise and other kinds of coastal change. This, in turn, will allow communities to better assess their vulnerability and to identify and implement appropriate adaptation and preparedness options.

Western Pennsylvania colleges are exploring ways to make learning engaging with classes beyond the scope of traditional education. The classes often fill up fastest and are the most popular with students, educators say.

?Why should colleges have these ivory towers between disciplines when there are so many shared ideas between them?? said Heather Pinson, Robert Morris University professor of communications and media arts.

Pinson teaches a class with math professor Monica VanDieren called Math, Music and Art in which students apply theories of each discipline to study four themes: symmetry, finite and infinity, improv, and searching for truth and self.

Pinson admits the concept is complex, but students appreciate the class, for which one of their required textbooks is a graphic novel ? a novel in which the story is told with artwork, typically comic book art.

?The idea of the classroom is changing,? said Joe Douglas, 21, a senior actuarial science major from Greenville, Mercer County. ?Ten years ago, it would be someone standing there telling you the information. Now, it?s much more interactive. All classes are transitioning to that.?

During a recent class, Pinson played piano and taught students the mathematics behind chords: Each note is separated by one half-step, totaling up to 12 for an entire scale. Each student was assigned a note and, while standing in a circle, they held a piece of string to make triangles depicting each chord.

This triangle could be rotated or flipped by applying recent mathematical discoveries to the treatment of the musical notes, Pinson said. Students can maneuver points of the triangle over the diameter of the circle to create a new chord.

?You have to be able to work with others and be innovative and be problem-solvers,? she said.

Andrew Rembert, a Washington & Jefferson philosophy professor, teaches The Twilight Zone, which requires students to watch episodes of the popular 1960s television show, then delve into its themes of time travel, what it means to be human, eternal life and fear of the unknown.

Many students take it as a way to fulfill one of three required humanities courses. No matter their majors, students flock to the class. Rembert has to set aside a few slots for freshmen so that upperclassmen can?t get first bid on all the spots.

?You think outside the box and learn more in-depth concepts,? said Turner Rintala, 18, a freshman from Philadelphia.

In a recent class, Rembert delivered a lesson on nuclear weapons and the fear of their use during the time of the Cold War and Cuban Missile Crisis. A viewing of a ?Twilight? episode titled ?Third From the Sun? followed.

?It?s about what constitutes a human being,? Rembert said. ?The series was very in tune with the kinds of issues that were on people?s minds.?

Fans of Johnny Depp and history alike flock to Molly Warsh?s Global History of Pirates class at the University of Pittsburgh. The class is so popular, it will be open to 80 students in the fall, double this semester.

?It?s been super fun,? said Warsh, a history professor. ?It?s an easy sell. They all grew up with ?Pirates of the Caribbean.? ?

Students learn about much more than Depp?s Capt. Jack Sparrow. They talk about the role pirates played in the building of empires, the later struggle of merchants and their allies to eradicate piracy and how the culture persists today.

?It?s always really fun when you hear the students say, ?Holy smokes! This still exists!?? Warsh said.

In an age of rising tuition, classes that cross disciplines help educators prepare students for careers that might not even exist yet, RMU?s VanDieren said.

?They have to be able to adapt and be creative,? she said.

The average in-state tuition and fees for a full-time undergraduate at a four-year public institution in Pennsylvania was $12,079 in 2011-12, up 6.6 percent from the year before.

At Point Park, students are analyzing the workings of ticketing systems used in the sports, arts and entertainment industries in a class simply called Ticketing. They?re learning from industry veterans Jason Varnish, box office manager of Consol Energy Center, and Anthony Dennis, director of sales at the Pittsburgh Playhouse.

The class is the brainchild of several Point Park alumni, who told their former teachers how valuable such a class would be. Students go to Consol Energy Center and learn about its operation and are required to work a Playhouse event.

?You can only learn so much in the classroom,? Varnish said.

Chris Vella, 22, a senior sports, arts and entertainment management major from Oakland, said he thinks the class will give him a one-up when applying for a job.

?You get the relevant knowledge of working in the field,? he said. ?It?s something you can write on your resume.?

California still hasn't bought land for bullet train route

Construction of California's high-speed rail network is supposed to start in just six months, but the state hasn't acquired a single acre along the route and faces what officials are calling a challenging schedule to assemble hundreds of parcels needed in the Central Valley.

The complexity of getting federal, state and local regulatory approvals for the massive $68-billion project has already pushed back the start of construction to July from late last year. Even with that additional time, however, the state is facing a risk of not having the property to start major construction work near Fresno as now planned.

It hopes to begin making purchase offers for land in the next several weeks. But that's only the first step in a convoluted legal process that will give farmers, businesses and homeowners leverage to delay the project by weeks, if not months, and drive up sales prices, legal experts say.

One major stumbling block could be valuing agricultural land in a region where prices have been soaring, raising property owners' expectations far above what the state expects to pay.

"The reality is that they are not going to start in July," said Anthony Leones, a Bay Area attorney who has represented government agencies as well as property owners in eminent domain cases.

State high-speed rail officials say it won't be easy, but they can acquire needed property and begin the project on time.

"It is a challenge," said Jeff Morales, the rail agency's chief executive. "It is not unlike virtually any project. The difference is the scale of it."

Quickly acquiring a new rail corridor is crucial to the project, which Gov. Jerry Brown touted last week as the latest symbol of California's tradition of dreaming big and making major investments in its future.

Delays in starting construction could set in motion a chain reaction of problems that would jeopardize the politically and financially sensitive timetable for building the $6-billion first leg of the system. Under its deal with the Obama administration, which is pushing the project as an integral part of its economic and transportation agenda, the state must complete the first 130 miles of rail in the Central Valley by 2018, an aggressive schedule that would require spending about $3.6 million every day.

California voters in 2008 approved plans for a 220-mph bullet train system that would initially link the Bay Area and Southern California at a cost of $32 billion, less than half the estimated cost of the project.

If the construction schedule slips, costs could grow and leave the state without enough money to complete the entire first segment. Rail agency documents acknowledge initial construction may not get as close to Bakersfield in the southern Central Valley as planned.

In addition to property, the rail authority still needs permits from the Army Corps of Engineers and approval by the San Joaquin Valley Air Pollution Control District, two more potential choke points that Morales says can be navigated.

The land purchases are waiting on the hiring of a team of specialized contractors, but they cannot start their work until the rail agency gets approval from another branch of the state bureaucracy. About 400 parcels are needed for the first construction segment, a 29-mile stretch from Madera to Fresno.

The formal offers will start an eminent domain action, the legal process for seizing land from private owners. The owners have 30 days to consider the offer, and then the state must go through a series of steps that can add 100 more days of appeals and hearings, assuming the state can get on the court calendar, according to Robert Wilkinson, an eminent domain litigator in Fresno. If the state fails to convince a judge that a quick takeover of property is justified, formal trials could stretch on for 18 months, he added.

"I would think a lot of these are going to end up in litigation," he said. "It is a tight schedule, no question about it."

Indeed, the rail authority's formal right-of-way plan indicates it does not expect to acquire the first properties until Sept. 15, despite other documents that indicate construction would start in July. Rail officials said they padded the schedule to avoid claims for additional payments by construction contractors should land not be available by July.

Last month, the federal Government Accountability Office reported that about 100 parcels were at risk of not being available in time for construction.

That assessment was based on information the office collected last August. Susan Fleming, a GAO investigator, testified at a House hearing last month: "Not having the needed right of way could cause delays as well as add to project costs."

Morales said in a recent interview that he would not argue with the warning in the GAO report but still sees nothing that would delay the start of construction. Technically, the rail authority could meet the July target date by beginning demolition or other construction on a single piece of property, he said.

Anja Raudabaugh, executive director of the Madera County Farm Bureau, which is suing to halt the project under the California Environmental Quality Act, said the rail authority will face strong opposition to condemnation proceedings in the Central Valley. The bureau has hired a condemnation expert to help battle the land seizures.

"It is a harried mess," she said.

She noted that agricultural land prices rose rapidly last year across the nation. In the Central Valley, the average price of farmland is $28,000 per acre, while the rail authority's budget anticipates an average price of $8,000 per acre, she said.

Kole Upton, an almond farmer who leads the rail watchdog group Preserve Our Heritage, questioned the rail agency's expertise in conducting complex appraisals of agricultural land that has orchards, irrigation systems and processing facilities.

"I am not sure this thing has been well thought out by people who have a deep understanding of agriculture," Upton said. "I live on my farm, and my son lives on my farm. My dad started it after World War II. This is our heritage and our future."

Morales said he believes the agency's budget for property acquisitions is adequate and he did not want to negotiate prices publicly.

"We don't think we are wildly off," he said.

Tumor cells engineer acidity to drive cell invasion

Jan. 25, 2013 ? Researchers at Moffitt Cancer Center and colleagues at Wayne State University School of Medicine investigated the acidity in solid tumors to determine if pH levels play a role in cancer cell invasion in surrounding tissues. They found that an acidic microenvironment can drive cancer cells to spread and propose that neutralizing pH would inhibit further invasion, providing a therapeutic opportunity to slow the progression of cancers.

Their study appeared in the Jan. 3 online release of Cancer Research, a publication of the American Association for Cancer Research.

According to the study's corresponding author, Robert J. Gillies, Ph.D., chair of the Department of Cancer Imaging & Metabolism at Moffitt, acidity in solid tumors is the result of an increased fermentative metabolism combined with poor delivery of blood to tissues.

In this study, tumor invasion and pH were monitored in immunodeficient laboratory mice hosting a variety of tumors. "We monitored the test animals over time using microscopy and found that the highest regions of tumor invasion corresponded to areas with the lowest pH," Gillies explained. "Tumor invasion did not occur in regions with normal or near normal pH levels. Furthermore, when we neutralized the acidity with oral sodium bicarbonate, the invasion was halted."

Researchers proposed that the acidic pH of the tumor microenvironment represents a "niche engineering" strategy on the part of tumor cells, promoting invasion and growth of malignant tumors into surrounding tissue. Niche engineering is a concept in ecology describes how plants and animals alter their environment to in ways that promote their own growth and survival over their competitors. "We have long regarded cancers cells as an invading species," said study co-author Robert Gatenby, M.D., chair of the Diagnostic Imaging Services and Integrated Mathematical Oncology departments at Moffitt.

A key to this process of adaptation and invasion is increased glucose metabolism in the tumor. "The vast majority of malignant tumors metabolize glucose at high rates," Gillies said. "We have proposed that there is a direct, causative link between increased glucose metabolism and the ability of cancer cells to invade and metastasize."

According to the research, elevated glucose metabolism is the cause of increased acidity in the tumor microenvironment. Most tumors develop an abnormal vascular network that tends to be poorly organized and leaky, disrupting blood flow and hampering the delivery of oxygen.

"This poorly organized vascular system has a two-fold effect on tumor acidity," explained Gatenby. "First, it subjects tumor regions to poor perfusion, which restricts oxygen and increases the rate of glucose fermentation. Second, the poor perfusion hampers the ability to eliminate the resulting acids, resulting in very low pH in surrounding tissues."

As tumor cells adapt to increasing acidity, niche engineering through normal cell death and new blood vessel formation occurs in the tumor and the immune response is suppressed.

"Tumor cells perform niche engineering by creating an acidic environment that is not toxic to the malignant cells but, through its negative effects on normal cells and tissues, promotes local invasion of malignant cells," Gatenby said.

The researchers suggested that targeting this activity with buffers and other mechanisms aimed at increasing pH levels will likely provide a valuable alternative to traditional therapies focused entirely on killing tumor cells.

A former CIA agent was sentenced to 30 months in prison on Friday for revealing the identity of CIA operative involved in the agency?s harsh handling of alleged terrorists.

John Kiriakou, 48, who?was among the first government officials to confirm the CIA?s use of waterboarding and other harsh interrogation measures, had been accused of disclosing classified information to reporters and lying about the source of other information he published in a book.

But Kiriakou pleaded guilty to one count of violating the Intelligence Identities Protection Act by leaking?the identity of an agent to a reporter.?

The sentencing in federal court in Alexandria, Va., was the result of?a plea deal between defense and prosecutors. Kiriakou's defense team failed to persuade the judge that his release of information was the act of a whistle blower concerned about practices used in the war on terrorism in the name of the United States.


"I think 30 months is way too light," said U.S. District Court Judge Leonie M. Brinkema in Alexandria, Va. She went on to describe the damage that Kiriakou had caused the agency and the agent whose cover was made public, according to The New York Times' account.

"This is not a case of a whistleblower," Brinkema said.?"This is a case of a man who betrayed a solemn trust."

Many of the details of Kiriakou?s alleged disclosures were kept under wraps by the Justice Department in its original criminal filing,?the Washington Post??reported. But the complaint suggested that he provided information that was the basis for stories by the Times and other news organizations in 2008 and 2009 about sensitive post-9/11 CIA operations, it said.

The information included the capture and interrogation, including waterboarding, of key suspects, including Abu Zubaida and Khalid Sheik Mohammed, the self-described mastermind of the 9/11 attacks on the United States.

Information and photographs supplied to journalists by Kiriakou ultimately came into play in the defense of these high-value detainees, the Justice Department said.

Kiriakou worked for the CIA from 1990 to 2004.

After a 2007 interview with ABC News,?during which Kiriakou provided a description of the waterboarding?of Abu Zubaida, he was frequently sought out by the media for interviews.

He went on to publish his memoir, "The Reluctant Spy: My Secret Life in the CIA's War on Terror," in 2010.

Prosecutors accused Kiriakou of using media attention to get consulting work and sell copies of his book, the?Post reported.?

The FBI arrested him on?Jan. 23, 2012, and he pleaded guilty to a violation of the Intelligence Identities Protection Act.

Kiriakou did not speak at Friday?s proceedings. However, Kiriakou?s lawyer, Robert Trout, said his client did not intend to harm the United States or "cause injury to anyone."

"He was concerned about certain practices that were employed in the war against terror," Trout said.

Since 2009, the Obama administration has charged five other current or former government officials with leaking classified information, the Times reported.

Cleavage comment puts German politics in a fluster

BERLIN (Reuters) - A female journalist's allegations that a senior member of Chancellor Angela Merkel's coalition made sexist comments about her cleavage in a bar one year ago have stirred a debate about the relationship between reporters and politicians in Germany.

Rainer Bruederle, the 67-year-old parliamentary leader of the Free Democrats (FDP), junior partners in the coalition, was reported by Stern magazine this week to have told one of its reporters she could "really fill a dirndl" - the low-cut Bavarian traditional dress.

Bruederle has not made any public comment about the report and his office declined to react to it on Friday.

But FDP leaders have questioned the magazine's motives for reporting the year-old events days after Bruederle was put in charge of its campaign for a national election in September.

Stern's story about the events in a bar in Stuttgart during an FDP congress last January have made the silver-haired former economy minister the butt of ridicule in some German media while other publications, and some politicians, have defended him.

Foreign Minister Guido Westerwelle, a former FDP leader, said it was "deeply unfair" to carry the story a year after the alleged events.

The timing of the claims has also led others in the FDP to call it a "set-up" designed to undermine the party in an election year. The story has been making waves since Wednesday, when a preview of the article was released to media.

Germany takes pride in its culture of transparency and politicians frequently mingle with journalists at party congresses and other events.

Conservative daily Die Welt wrote in a light-hearted front-page column that Bruederle, who was made campaign chief by party leader Philipp Roesler on Monday, "should learn how to keep his mouth shut if he wants to be the face of the FDP".

Top-selling Bild, the racy daily which always features at least one topless woman, complained indignantly in a column that "Men can't even look at women's cleavages anymore."

MERKEL URGES RESPECT

But it was no joking matter for the German government.

Merkel's spokesman, Steffen Seibert, said only that the chancellor always sought "professional and respectful" dealings between politicians and representatives of the media.

"The government works well together with the FDP's parliamentary floor leader," he said, referring to Bruederle.

The Ministry of Family and Women's Affairs, asked about Bruederle's behavior at the same news conference, cited a 2004 survey of more than 10,000 German women: nearly six in 10 said they had experienced sexual harassment, mostly in the workplace.

"These numbers show it is an important issue, not just a minor problem, and merits proper discussion independent of the latest events," ministry spokeswoman Katja Angeli said.

But she said the ministry did not have enough information to comment on the Stern report itself.

The FDP can ill afford more bad publicity. The party has tumbled to as low as 2 percent in recent opinion polls after scoring a record 14.9 percent in the federal election in 2009, when it entered a coalition government with Merkel.

Silvana Koch-Mehrin, an FDP member of the European Parliament and one of the party's best known women, told Reuters her party lagged far behind on the issue of equality and praised Stern journalist Laura Himmelreich for "having the courage to talk so openly about lewd behavior".

No more 'angry white men'

CHARLOTTE, N.C. -- Republican National Committee members gathered here to re-elect Chairman Reince Priebus for a second term. But by week's end, that vote seemed secondary to the question of the party's long term survival.

After three months of denial, anger, despair and depression over the results of a bruising national election that gave Democrats an edge in Congress and kept President Barack Obama in the White House, Republicans know they must adapt if they are to move forward.

They acknowledge that it's time for a serious gut check. (Or as Haley Barbour put it in November, a "proctology exam.")

Whatever bodily metaphor you choose, the fact remains that the election so jolted and shocked the party that it is taking real steps to change.

And change they will! As soon as they figure out how.

While Republicans in Virginia and other battleground states launched an effort this week to alter electoral college rules so that votes are doled out proportionately--which would likely give the GOP at least a short term edge--GOP leaders here discussed their party's own shortcomings and sought areas of internal improvement.

Almost every conversation in the bar of the Charlotte Westin Hotel this week involved a discussion about what the party must do to win the next elections. Floating through the air is a desire to re-capture glorious days of the past, a challenge made difficult by a country that refuses to stand still. Demographics are changing, minorities are growing in political influence and views on social issues like gay marriage are drifting rapidly leftward. Something's got to give.

Bring in The Bobs

Enter the RNC's five-person "Growth and Opportunity" committee, an ethnically diverse cadre of political veterans and RNC members analyzing what the party must to do avoid another 2012-like drubbing. (Think of them as "The Bobs" from Office Space, but with American flag lapel pins.)

The group includes Henry Barbour, a Mississippi committeeman and Haley Barbour's nephew; former George W. Bush White House spokesman Ari Fleischer; Florida strategist Sally Bradshaw; South Carolina committeeman Glenn McCall and Puerto Rico committeewoman Zori Fonalledas. They will submit a detailed report in March that looks back on the 2012 election and forward to 2014 and 2016.

"You're going to see a very renewed aggressive effort by this party to put on a different face," Bradshaw said Thursday. "We've got to find a way to take our message to more people and get more votes. It's not a particularly complicated formula. We got beat; we have to change what we're doing."

The report is a work in progress, and only part of it will be made public, but The Bobs delivered an update on their findings Thursday to the RNC members.

First, they said Republicans must work on improving their tone when taking their ideas to the American people. For example, when discussing immigration, maybe presidential candidates should avoid phrases like "self-deportation" (Mitt Romney) and "anchor babies" (Michele Bachmann.)

Henry Barbour said some in the party can appear "hostile" to certain constituencies with the rhetoric they use. The party must increase communication training for candidates, he said.

"There are certainly too many times when we've had candidates who have come across as hostile and that's not really helpful when you're trying to win elections," Barbour said.

Robert Bennett, chairman of the Ohio Republican Party, was even more blunt.

"We need to understand that we can't come off as a bunch of angry white men," he said.

Minority 'engagement' a top priority

Making an honest effort to engage minorities was above anything else the main, yet unofficial, focus of party leaders this week.

On Thursday, committee members took part in a closed-door panel discussion on minority engagement. Edward Cousar, a black committeeman from South Carolina who sat on the panel, said white Republicans struggle in part because they spend too much time with other white Republicans. They have little idea how to speak or interact in a way that appears welcoming to outsiders who come from different ethnic and social backgrounds.

"People get set in their ways, and maybe they don't have a diverse set of friends and they say things," Cousar told Yahoo News in an interview before the panel. "It's not that they're being racist, they just don't know."

Cousar, who leads the Black Republican Political Action Committee, pointed to past Republican efforts to suppress early voting--"shameful," he said-- and Mitt Romney's writing off of 47 percent of the country as un-winnable.

"I always thought Romney had better policies," Cousar, who is the only Republican in his family, said, comparing Romney and Obama. "But he was a horrible messenger."

In November, Obama won more than 70 percent of the Hispanic vote and more than 95 percent of black voters supported him. Single women also fled the Republican party on Election Day, with about two-thirds supporting the Democrat. It's a serious problem for Republicans, one they admit will take a lot of time to overcome.

"It's not going to happen overnight," said McNall, a black member of the study group. "But it can be done and we're going to make that effort."

No more witches

Part of that effort relies heavily on recruiting quality candidates, many attendees said.

For the past four years, Republicans have faced a series of disappointing setbacks after mediocre candidates-- often tea party favorites--have gone on to lose very winnable elections.

They include Todd "Legitimate Rape" Akin, who lost a Missouri Senate race last year and forced Romney and other Republicans on the defensive over women's issues.

In 2010, Nevada's Sharron "Second Amendment Remedies" Angle and Delaware's Christine "I'm Not A Witch" O'Donnell lost Senate races Republicans had been expected to win.

The party hopes to take steps to avoid such catastrophes.

Republicans say that if that means supporting a moderate candidate who can actually win, over a hardline conservative who doesn't stand a chance, so be it. (You may have noticed that among the names that make up The Bobs, there isn't anyone who might be considered a "tea party leader.")

"If we're not nominating candidates that can win in the general election, what business are we in?" Barbour said. "We are in the business of winning elections."

There is one thing, however, that no one--not the committee members, elected officials or even The Bobs--seem interested in addressing, and that's whether core Republican ideas need to change.

Most here said they don't.

"The conservative message sells," said Saul Anuzis, the former chairman of the Michigan Republican Party. "I think we're on the right side of history, on the right side of the issues. We just haven't done a very good job on articulating the issues."

Anuzis's analysis is pretty universal in Republican circles. They see the true cause of their problems as merely poor presentations of otherwise good ideas.

That mans a tricky rhetorical sleight of hand.

Don't believe women should have access to an abortion if they are raped or victims of incest? Try not to talk about it. Think the 47 percent of Americans who don't pay federal income taxes are "takers"? Please don't quote Ayn Rand in your stump speech. Support laws banning gay couples from legal rights guaranteed to straight couples? Keep it in the closet. And remember, when in doubt, pivot, and talk about economic growth.

Barbour admitted his committee wasn't brought in to debate or change those policy ideas. Their task, he said, is to put Republicans on a path to win election -- not a squishy exercise in lazy pontificating or a dorm room bull session about the proper role of government.

It's data driven.

It's going to hurt some feelings.

And most of all, it's damn serious.

"We did get whipped in the presidential election," Barbour said. "That's not something we take lightly."

Fetal exposure to tributyltin linked to obesity

Jan. 24, 2013 ? Exposing pregnant mice to low doses of the chemical tributyltin (TBT) -- which was used in marine antifouling paints and is used as an antifungal agent in some paints, certain plastics and a variety of consumer products -- can lead to obesity for multiple generations without subsequent exposure, a UC Irvine study has found.

After exposing pregnant mice to TBT at low concentrations, similar to those found in the environment and in humans, researchers observed increased body fat, liver fat and fat-specific gene expression in liver and stem cells in mouse "children," "grandchildren" and "great-grandchildren." The "children" were exposed as embryos, while the "grandchildren" may have been exposed as germ cells within the "children." The "great-grandchildren" had never been exposed to TBT. Such effects without exposure are termed transgenerational and thought to be permanently transmitted to future generations.

These findings demonstrate that early-life exposure to endocrine-disrupting compounds such as TBT can have permanent effects on fat accumulation, gene expression and stem cell programming without further exposure, said study leader Professor Bruce Blumberg with the UC Irvine Departments of Developmental & Cell Biology, Pharmaceutical Sciences and Biomedical Engineering.

The study appeared online Jan. 15 in Environmental Health Perspectives, a publication of the National Institute for Environmental Health Sciences.

Human exposure to TBT and related organotins can occur in a variety of ways. TBT contaminates particles derived from such products as shower curtains, vinyl flooring, carpet fibers, polyurethane foams, mold-resistant paints and other consumer products, where it is used as an antifungal agent. As a result, noteworthy levels of TBT have been reported in house dust, which may be particularly relevant for young children who can spend significant time on floors and carpets.

Although TBT is now largely banned for use in marine hull paints, it remains pervasive in the environment, and people can be exposed by ingesting TBT-contaminated seafood. Organotins may also leach into liquids that come into contact with organotin-containing plastic pipes, containers and packaging materials.

Blumberg categorizes TBT as an obesogen, a class of chemicals that promote obesity by increasing the number of fat cells and the storage of fat in existing cells or by altering metabolic regulation of appetite and satiety. He and his colleagues identified TBT as an obesogen in a 2006 publication and showed in 2010 that TBT acts in part by modifying the fate of mesenchymal stem cells during development, predisposing them to become fat cells.
